A few plain facts about building a simple deck on the Peninsula, before you call anyone.
Height is the number that matters
If your back door sits close to the yard, a ground-level deck gives you a level outdoor floor without a tall frame. The number to know is 600 mm (about 24 inches): the BC Building Code calls for a guard where a walking surface is more than 600 mm above the ground beside it. A deck a few steps up can pass that line, so we measure it at the quote.
Rain is the real test
Our wet winters are hard on wood that stays damp. Cedar resists rot naturally, but the frame underneath does the real work, so we build it in pressure-treated lumber rated for ground contact and gap the boards so rain drains through. A coat of sealer on the cedar every couple of seasons keeps its colour.
Permits: check before you build
Surrey's Building Bylaw lists decks more than 600 mm above finished grade among the structures it regulates, so a low deck close to the ground is the case where a permit is least likely. The City also says a permit is needed in most cases when a deck is added to a house, and White Rock and Delta set their own rules.
